Northeast Engineers & Consultants is currently providing master planning, engineering, design and permitting services for this new, upscale resort development. It is planned to include 84 residential units, a fitness center, a beach club, a marina, a tennis academy, equestrian trails, a golf clubhouse, and a golf practice range.

Landscaping and open space areas will also be included to enhance the appearance of the development. NE&C is working with the Client’s architects, landscape architect and town authorities to create an attractive and livable community. Our tasks include development of the concept plan, wetlands area management, utilities plans, grading plans, all permitting, public hearings, and the design of the golf and marina areas.

The waterfront zoning requires state permitting through the RI Department of Environmental Management, the RI Coastal Resources Management Council, RI Department of Transportation, and the Public Utilities Commission. Army Corps of Engineers permitting may be required should any wetlands be impacted. In addition, portions of the project will be referred to the State Historic Preservation Office for review.

This project will involve NE&C providing the following services:

• Concept Planning which will involve working with the client’s architects, landscape architects, and the responsible town administrators.
• Wetlands Investigation and Flagging – Performed by Natural Resources Services and incorporated into site plans by NE&C.
• ALTA Survey including all topography.
• Town Submissions for the concept plan, master plan, preliminary and final plan reviews.
• Site Plan Design including all roadways, and grading plans.
• Drainage Design and Plan to collect and treat all runoff from the site.
• Septic Design Plan utilizing advanced technology for sewage treatment.
• Utility Design and Permitting for the water system, electric and natural gas services.
• Rail Crossings Design for two vehicle crossings, one pedestrian crossing and all signaling and signage. These will be permitted through the RI Department of Transportation.
• CRMC and RI DEM Wetland Permitting – a Preliminary Determination application will be prepared if needed including erosion and sediment control, wetland.

NE&C has completed initial surveys, ISDS design and an environmental investigation.
