Northeast
Engineers & Consultants, Inc. (NE&C) conducted
an analysis of existing traffic conditions at
the site of a major retail development. The work
was commissioned by R.K. Associates whose site
includes several department stores, a newsstand,
a laundry mat and a restaurant. The site located
on East Main Road (Route 138) between Valley Road
and Forest Avenue in Middletown, R.I. NE&C
was contracted to analyze the effect of the redevelopment
on the already congested roadways.
A study of the existing development was the first
part of the impact analysis, and included:
Roadway and intersection geometrics and conditions
Daily traffic counts (ADT and peak hour volumes)
Projection of future traffic volume increases
due to site-generated traffic
Trip distribution patterns
Planned roadway improvements
Traffic operations analysis (Level of service)
NE&C completed an intersection analysis,
comprised of:
Unsignalized intersection capacity analysis
and LOS determination
Signalized intersection capacity analysis
and LOS determination
Signal layout
Roadway geometry modifications
Detector design and placement
Signal timing Signal phasing design and call
sequencing
