R.K. Plaza - Traffic Impact Studies

Northeast Engineers & Consultants, Inc. (NE&C) conducted an analysis of existing traffic conditions at the site of a major retail development. The work was commissioned by R.K. Associates whose site includes several department stores, a newsstand, a laundry mat and a restaurant. The site located on East Main Road (Route 138) between Valley Road and Forest Avenue in Middletown, R.I. NE&C was contracted to analyze the effect of the redevelopment on the already congested roadways.

A study of the existing development was the first part of the impact analysis, and included:

  • Roadway and intersection geometrics and conditions
  • Daily traffic counts (ADT and peak hour volumes)
  • Projection of future traffic volume increases due to site-generated traffic
  • Trip distribution patterns
  • Planned roadway improvements
  • Traffic operations analysis (Level of service)

NE&C completed an intersection analysis, comprised of:

  • Unsignalized intersection capacity analysis and LOS determination
  • Signalized intersection capacity analysis and LOS determination
  • Signal layout
  • Roadway geometry modifications
  • Detector design and placement
  • Signal timing Signal phasing design and call sequencing
