Carnegie Harbor Village - Traffic Design

Carnegie Harbor Village is located on the former Kaiser Aluminum site on Willow Lane in Portsmouth, RI. NE&C was first involved with the project in 1998 when a resort hotel was proposed. In 2001 a new proposal for residential and water related uses was made. As part of the project a traffic impact study was prepared. The study consisted of the following items:

  • A field review of the site environs
  • Automatic traffic counts and manual turning movement counts at numerous locations
  • Analysis of accident data from the Portsmouth and State police
  • An estimate of the proposed site traffic and a comparison with traffic of the former project and Kaiser
  • Development of the future traffic volumes with the proposed development
  • Capacity analyses of the nearby intersections
  • Determination of the impact of the site traffic and make recommendations
