Harbor Village is located on the former Kaiser
Aluminum site on Willow Lane in Portsmouth, RI.
NE&C was first involved with the project in
1998 when a resort hotel was proposed. In 2001
a new proposal for residential and water related
uses was made. As part of the project a traffic
impact study was prepared. The study consisted
of the following items:
A field review of the site environs
Automatic traffic counts and manual turning
movement counts at numerous locations
Analysis of accident data from the Portsmouth
and State police
An estimate of the proposed site traffic and
a comparison with traffic of the former project
and Kaiser
Development of the future traffic volumes
with the proposed development
Capacity analyses of the nearby intersections
Determination of the impact of the site traffic
and make recommendations
