Home Corporation has constructed 70 additional
townhouses to complement the existing Bayview
Estates property on West Main Road (Rte. 114),
a highly traveled 4-lane roadway in Portsmouth,
Rhode Island. Prior to the expansion, the development
consisted of a 130-unit high-rise and garden style
apartment complex with 48 townhouses. The design
of Bayview Estates
and Overlook Point included the addition of approximately
one mile of new roadway, including significant
safety improvements to the existing internal road
system and a Rhode Island DOT intersection.
The 26-acre site offers residents a panoramic
view of Narragansett Bay.
Northeast Engineers & Consultants,
Inc. (NE&C) conducted a study that

Accident analysis
Review of sightlines at the existing driveway
Analysis of the existing development trips
and comparison to Institute of Transportation
Engineers trip generation data
Trip distribution patterns
Capacity analysis
Signal warrant analysis
In addition to performing a comprehensive traffic
study for the development, NE&C provided a
complete site/civil design plan, ISDS design,
State and local permitting and infrastructure
and utilities design. NE&C also undertook
wind load analysis for the buildings, construction
layout and inspections and materials testing during
the construction phase of the project.
