Green Airport saw an increase in enplanements
from 2.3 million in 1996 to 4.7 million in 1998.
Traffic congestion and severe service failures
that diminished the convenience of passengers
utilizing the airport began to occur and compromised
other improvement plans at T.F. Green. Northeast
Engineers and Consultants, Inc. (NE&C) was
contracted by the Rhode Island Airport Corporation
(RIAC) to conduct an in-depth study that measured:
Peak traffic volume (ADT, Peak Hours, Peak
Days)
Vehicle turning movements and general traffic
patterns
Traffic behavior during traffic congestion
Dwell time at the departure and arrival curbsides
Traffic operation failures at access points
to the terminal and various levels of parking
Level of service at driveways, intersections,
and signals
NE&C also conducted an extensive analysis
of the study data and developed recommendations
for short and long term improvements and design
changes to:
Roadway geometrics
Parking distribution
Traffic circulation
Airport tenants locations and operations
Signage at the connector, access, and Circulation
routes
